The UAE Ministry of Human Resources and Emiratisation (MoHRE) and the Ministry of Health and Prevention (MoHAP) have updated the Emiratization requirements for the private healthcare sector. The new directive mandates that private medical facilities with a workforce of 20 to 49 employees must hire at least one UAE national by the end of 2024 and an additional citizen by the end of 2025. Specific Targets and Penalties The updated regulations expand on previous targets that primarily focused on larger enterprises. Small to medium-sized healthcare providers failing to meet these quotas will face monthly financial penalties. Non-compliant firms with 20 to 49 employees must pay a fine of Dh6,000 per month for every UAE citizen not hired in 2024, a figure that rises to Dh7,000 per month for 2025 vacancies. For healthcare companies with 50 or more employees, the existing requirement to increase the Emirati workforce by 2% annually remains in effect.
