Private healthcare facilities with 20–49 employees must hire at least one UAE national in a clinical role by the end of 2024 or face fines.
The UAE Ministry of Human Resources and Emiratization (MOHRE) and the Ministry of Health and Prevention (MOHAP) have implemented updated Emiratization targets for the private healthcare sector. Private facilities employing between 20 and 49 workers are now required to hire at least one UAE national in a specialized clinical or administrative role by the end of 2024, with a second Emirati hire mandated for 2025. Specific Roles and Economic Activities The new regulations target 14 specific economic activities within the healthcare industry. These include hospitals, specialized clinics, pharmacies, and medical laboratories. The directive specifically focuses on integrating UAE nationals into specialized professions such as nursing, pharmacy, and medical laboratory technicians, moving beyond general administrative positions. For healthcare companies with 50 or more employees, the existing requirement remains: a 2% annual increase in the number of Emiratis in skilled roles.
