The UAE’s Next AI Infrastructure Challenge Isn’t Just Compute. It’s Cooling.

As billions flow into AI infrastructure, a less visible engineering challenge is moving up the agenda: how to keep increasingly powerful data centres cool without allowing energy demand to rise just as quickly.

The UAE’s AI infrastructure boom is creating another race behind the scenes: building smarter, more efficient systems to manage the heat generated by computing.

The global race to build artificial intelligence infrastructure is usually described in terms of processors, computing power, GPUs and data centre capacity. But every calculation performed by the machines behind that race produces something far more physical: heat . As the UAE accelerates its ambition to become one of the world’s leading centres for artificial intelligence, the infrastructure required to remove that heat is becoming increasingly important. One of the next major constraints on AI growth may therefore not be defined only by how many advanced chips can be installed inside a data centre. It may also depend on how efficiently those chips can be kept operating. Cooling, traditionally treated as supporting infrastructure, is moving much closer to the centre of the AI conversation. AI’s Infrastructure Boom Has an Energy Consequence The scale of the global shift is significant. The International Energy Agency estimates that data centres consumed around 415 terawatt-hours of electricity worldwide in 2024 , equivalent to roughly 1.5% of global electricity consumption. By 2030, the IEA projects that figure could rise to around 945 TWh , more than double the 2024 level. AI is expected to be the most important driver of that increase, alongside continued growth in other digital services.
