The Knowledge and Human Development Authority (KHDA) has initiated a strategic transition within Dubai’s education sector, pivoting from a traditional reliance on academic credentials toward a skills-first competency model. The move aims to bridge the gap between classroom outcomes and the specific talent requirements of the emirate's expanding economy. Shift to Competency-Based Learning Dr. Abdulla Al Karam, Director General of the KHDA, emphasized that the modern job market requires more than "paper-thin" qualifications. He advocated for an educational framework that prioritizes practical competence, emotional intelligence, and student well-being over standardized testing and degrees. This shift is critical for the 220 private schools in Dubai, which currently serve a student population of over 360,000.
