GCC nations have activated mandatory midday work bans as regional temperatures surge, prohibiting outdoor labor during the hottest hours of the day. The seasonal regulations, which typically run through September 15, are designed to protect thousands of construction and industrial workers from heatstroke and physical exhaustion. UAE and Saudi Arabia Enforcement In the UAE, the Ministry of Human Resources and Emiratisation (MoHRE) enforces a daily work stoppage from 12:30 PM to 3:00 PM. Establishments found in violation of these timings face administrative fines of AED 5,000 per worker found at the site, with a maximum penalty of AED 50,000 for multiple infractions. Beyond the work stoppage, employers are required to provide shaded areas during the break and adequate cooling equipment for those in exempt roles. Saudi Arabia’s Ministry of Human Resources and Social Development (MHRSD) follows a similar schedule, banning outdoor work from 12:00 PM to 3:00 PM.
