CDA launches third phase of Ethraa to boost Dubai non-profit governance

The Community Development Authority targets 15 non-profit organisations for governance training in its latest regulatory expansion.

The Community Development Authority (CDA) in Dubai launched the third phase of its 'Ethraa' initiative on Tuesday, 21 July, targeting the operational efficiency of non-profit organisations across the emirate. This latest stage of the programme focuses on strengthening the administrative and governance frameworks of licensed civil society organisations and social clubs. Third phase focus on governance The Ethraa initiative, which translates to 'Enrichment', evaluates the performance of social entities to ensure they meet Dubai’s regulatory standards. In this third phase, the CDA will provide specialised training and advisory sessions to 15 selected non-profits. These sessions cover financial management, board transparency, and strategic planning, aimed at reducing operational risks and improving service delivery to the public. The CDA confirmed that the expansion of the programme follows the completion of the second phase, which assessed the compliance levels of 22 organisations. The initiative serves as a mandatory benchmark for non-profits seeking to maintain or renew their operating licenses within the emirate. This update is timely as Dubai enters its mid-year review cycle for civil society performance and regulatory compliance.
